Mark Z. Jacobson and Mark A. Delucchi, professors at Stanford and U.C. Davis, respectively, published an article in Scientific American five years ago that showed how the world could be powered by clean energy within decades. Planning a Transformation to a 100% Renewable Energy California

 

100% Renewable Energy Portfolio Standard (RPS) For California by 2050

WHEREAS, the extraction, processing, and burning of fossil fuels has been known for some time to create air and water pollution; and per recent studies by the U.S. Geological Survey, now earthquake activity
associated with these extreme extraction methods; and

S. Geological Survey, there is earthquake activity associated with extreme extraction methods; and 

 

WHEREAS, the continued burning of fossil fuels causes climate change that impacts Californians, including long term mega-drought, snowpack shrinkage, wildfires, and sea level rise; and climate scientists calculate that 80% of the world’s known fossil fuel reserves must remain in the ground to avoid further climate destabilization and warming of the planet beyond 2˚C - a tipping point for our climate; and 

 

WHEREAS, fossil fuels are finite highlighted as far back as Exxon’s 2010 annual report which indicated they could no longer maintain their reserves replacement ratio at 100% with additional oil reserves; and the International Energy Agency in Paris, in their 2012 report showed that, despite exacerbating all the above named hazards, the fossil fuel investor sector is planning to invest $22 trillion over the next 25 years for fossil fuel generation, more than 3 times what will be invested in the faster-growing clean, renewable energy sector, even while receiving six times the amount in government subsidies.

 

THEREFORE BE IT RESOLVED: the California Democratic Party calls for a 100% Renewable Portfolio Standard that references planning at the state level such as Stanford University scientist Mark Jacobson and UC Davis researchers, et al, that:

 

 · By 2020, 100% of all new energy power infrastructure for all purposes be for electricity that is produced only by raptor friendly  wind, water, appropriately sited solar (WWS), other zero-pollution, zero-carbon-emitting, non-nuclear renewable, and/or electrolytic hydrogen sources, helped by significant reductions in energy use through energy efficiency and conservation measures,

  · By 2030, that 80-85% of the existing fossil fuel based energy infrastructure be replaced by renewable energy, as per above,

  · By 2050, 100% of the State of California’s energy infrastructure will produce only renewable energy, as per above. 

 

BE IT FURTHER RESOLVED, that the transition to a 100% RPS be informed by the principles of climate, environmental, and worker justice; such that WWS energy projects are sited per no regrets, provide for labor to both train and represent workers and that emphasize prevailing wage, local hire, domestic content goals, and fully engage community based organizations.

the first goal of which should be the permitting of all new power for all purposes (including transportation, heating/cooling, industrial processes) be produced only by wind, water, solar (WWS); and other zero-pollution and zero-carbon-emitting renewable sources combined with significant energy reduction, energy efficiency, and efficient energy storage; and that by 2050, the goal be that 100% of the State of California’s energy infrastructure will produce only renewable energy.

[A1] Mariposa County Central Chair: Strike the word 'hydrogen' from the text - explanation: hydrogen may be elemental to the universe; however in usage as an energy form, is not an actual source of energy. Hydrogen as either fuel from a filling station or from fuel cells can be derived from either fossil fuel or solar or other green energy sources. The state should be careful to support an infrastructure that subsidize corporations who may not distinguish between the two sources of hydrogen.  

 

[A2] Terry Tamminen former Secretary of the California Environmental Protection Agency -  instead of just "all new power" you might want to say "the permitting of all new power" or some language like that makes reference to the actual authority of state and local regulators who are the target of this resolution.
